They actually are open to start with and then close up as speed increases to improve airflow if I’m not mistaken

Um, really no way to tell without watching it as you’re driving…..possibly a Ford scanner would get into the system and see if it is throwing a hidden fault or if it sees it moving etc? If they are bad codes usually don’t pop up, it’s more of a passive system, so basically isn’t a life or death system that needs to warn you of an issue to throw a code….if that makes sense.

You MIGHT be able to read the code for it….but more than likely it’s more of a high end computer/tablet style scanner to really be able to dig into the system.

They stay closed on startup to help the engine get to running temp faster.. once your car warms up they open…
But remain closed during most driving, unless AC is on
Most tuned owners ask to have them tuned to stay completely open at all times. I just removed mine completely
